"The seabed is a battlefield," Australia's defence minister Richard Marles told a room of admirals and generals in Singapore at the end of May. He was talking about the roughly 700 communications cables that lie mostly exposed on the ocean floor and carry almost all of the world's internet traffic, several of which have been cut in the Baltic and around Taiwan in recent years. With sixteen counterparts he announced plans to protect them. The striking part is not the alarm; no cut has been conclusively shown to be sabotage. It is that the AI boom has turned these thin glass threads into strategic infrastructure worth fighting over, and that the companies laying them are no longer waiting for governments to catch up.
The result is a quiet remapping of Asia's oceans. For decades, cables between Asia and Europe hugged the continental coast before turning up the Red Sea, tracking the customers. A new generation is being routed deliberately away from trouble, across the Indian and Pacific oceans, avoiding chokepoints like the Strait of Malacca and contested waters like the South China Sea. Much of it skips Southeast Asia altogether. The first such cable ran from Oman to Australia in 2022, with spurs to the Anglo-American base at Diego Garcia. Google has since made Christmas Island, a speck of Australian territory in the Indian Ocean, a hub for a network reaching the Middle East, and Meta's $10 billion Project Waterworth looks set to follow a similar arc.
What changed the map was a change in who pays. A landmark 1999 cable between Europe and Asia was built by a consortium of 92 telecoms firms, an arrangement that spread the cost but also dragged the route toward the crowded Asian mainland. Now the hyperscalers build alone. Google has funded at least 35 cables and owns 18 outright, and increasingly it lays them not to connect cities but to connect its own data centres. Freed from consortium politics, a single owner can choose the safest path rather than the most populated one. Security and corporate self-interest, for once, point the same way.
While the cables route around the region, the machines are landing in it. In a single stretch of 2024, Microsoft committed $2.2 billion to Malaysia and $1.7 billion to Indonesia; Google put $2 billion into a first Malaysian cloud region and another $1 billion into Thailand; Amazon Web Services stood up a Bangkok region on a stated commitment above $5 billion; and Nvidia, with Malaysia's YTL Power, began a $4.3 billion AI supercomputer campus in Johor. The logic is blunt: AI is not really software, it is infrastructure, and infrastructure needs land, power, water and industrial capacity. Southeast Asia's 677 million people make it the third-largest addressable population on earth after China and India, and the region that spent forty years as the world's factory floor now means to become one of its compute floors.
Put the two trends together and a tension appears. The cables are being drawn away from Southeast Asia for safety even as the data centres pour in for scale, which means the region is accumulating the compute without necessarily controlling the arteries that connect it. That is a comfortable position while the capital flows and an exposed one if the seabed really does become contested. ASEAN is unlikely to out-research Silicon Valley or out-fabricate Taiwan this decade. Its bet is narrower and, for now, more bankable: to be the place where the world's artificial intelligence is physically located, powered and run. The open question is who will be trusted, and able, to keep the wires beneath it intact.
